Better HTTP response for deprecated iDs
A deprecated iD that refers to a valid iD [1] currently returns an http "200" status code.
It would be better to respond with a "301" ("Moved Permanently"); "303" ("See Other") or "308" ("Permanent Redirect") status code.

"Temporarily [sic] locked" iDs; example: https://orcid.org/0000-0003-2967-866X also return "200" codes - the optimal response in such cases is unclear.
