This can be accomplished without much effort or expense using a service like Transiflex. The words and phrases on each of the website pages (not the record contents) are listed and users with non-English language skills translate the words and phrases to other languages. See www.zotero.org for an example. I am in the process of implementing a user-controlled multi-language interface to my SafetyLit.org database site. It looks as though it will require no more than 8 hours of work to get everything set-up on the server.

I gave an incomplete URL. The Transiflex implementation can be seen at the Zotero documentation / support pages: http://www.zotero.org/support/
